摘要
2023年,韩日关系保持改善基调,在多个方面出现了新的发展动向:外交关系有所缓和,历史悬案取得进展;安全合作不断深化,军事交流愈加密切;经贸联系继续加强,金融合作持续推进;人文交流整体回暖,民众认知仍有分歧。韩日关系的发展受到多重动力和阻力因素的影响,在未来一段时间内,两国关系发展的动力供应有限,而阻力有很大概率增强。韩日关系短期内或将继续好转,并在美国联盟体系的维系下向制度化方向发展,阵营对抗意味将愈发明显,但两国关系长期持续改善的可能性不大,同时一味推行“价值观外交”有有反噬两国战略空间的风险。
In 2023,ROK-Japan relations maintained an improving tone,with new developments emerging in many areas:diplomatic relations have eased,and progress has been made in unresolved historical issues;security cooperation has deepened and military exchanges have become closer;economic and trade ties have continued to strengthen,and financial cooperation has continued to advance;people-to-people and cultural exchanges have generally picked up,while public perceptions remain divergent.The relationship between ROK and Japan is affected by multiple factors of dynamics and resistance.In the future,the supply of driving force for the development of relations between the two countries will be limited,while resistance is likely to increase.ROK-Japan relations may continue to improve in the short term,and develop towards institutionalization under the maintenance of the US alliance system.The implication of bloc confrontation will become more and more obvious,but it is unlikely that the relations between the two countries will continue to improve in the long term,and at the same time,excessive promotion of"value-based diplomacy"may have a negative impact on the strategic space of the two countries.
