摘要
传统的运动式治理难以满足乡村振兴长期事业的需要,急需一种从乡村自身出发,与之相匹配的治理方式。规划赋能是一种将“规划”理念嵌入乡村治理,以规划赋能于乡村治理的创新方式。对粤中X区村级规划编制过程的考察表明,村级规划是在基层内生治理能力弱、农民主体性缺失的背景下产生的。乡村振兴战略、村级换届以及组织支持是村级规划编制的现实基础。在党建引领下,村级规划通过战略性治理、协同治理、灵活治理以及精细化治理的实践机制,促进乡村治理主体从被动治理到主动治理,从政府主导到多元参与的转变,从而赋能于乡村治理。规划赋能为乡村治理有效提供了一种新的视角。
The traditional campaign-style governance is difficult to meet the needs of the long-term rural revitalization.Therefore,it is urgent to find a governance mode that starts from and fit in with the countryside itself.Planning empowering is an innovative way of embedding the concept of"planning"into rural governance and empowering rural governance with planning.The investigation on the village-level planning process of X district in central Guangdong province shows that the village-level planning comes into being under the background of weak endogenous governance ability at the grass-roots level and the lack of farmers'subjectivity.Rural revitalization strategy,village transition and organizational support are the realistic basis of village planning.Under the guidance of party building,village-level planning promotes the transformation of the subject of rural governance from passive governance to active governance,and from government-led governance to multiple participation so as to empower rural governance through the practical mechanism of strategic governance,collaborative governance,flexible governance and refined governance.Planning empowerment provides a new perspective for effective rural governance.
