摘要
农村集体产权制度改革是中国农村改革的重大制度创新,对激活农村各类集体生产要素潜能,实现城乡要素有效配置,促进区域经济发展具有重要意义。本文基于2013-2020年中国1873个县(市、区)的面板数据,以中国农村集体产权制度改革试点为准自然实验,运用双重差分模型,考察农村集体产权制度改革对县域经济发展的影响。研究发现:第一,农村集体产权制度改革有助于激发地区发展动能,对县域一二三产业发展均产生了显著的促进效应。第二,在集体资产已经积累比较多的东部地区,农村集体产权制度改革进一步激发了发展活力,对县域经济发展的促进效应整体上比中西部地区更加明显。第三,脱贫攻坚战打响以后,国家对贫困县集体经济发展的支持力度较大,贫困县农村集体产权制度改革对县域经济发展的促进效应比非贫困县更加明显。第四,农村集体产权制度改革有利于县域产业结构优化和产业集聚水平提升,有助于提高县域经济发展质量。
The reform of the rural collective property rights system is a major institutional innovation in China’s rural reform,which is of great significance for activating the potential of various types of rural collective production factors,realizing the effective allocation of urban and rural factors,and promoting regional economic development.Based on the panel data of 1,873 counties(cities and districts)in China from 2013 to 2020,this paper examines the impact of the rural collective property rights system reform on county economic development by using the difference-in-differences model based on the pilot reform of China’s rural collective property right system.The study finds that,first,the reform of the rural collective property rights system helps stimulate the momentum of regional development,and has a significant promoting effect on the development of primary,secondary,and tertiary industries at the county level.Second,in the eastern region,where collective assets have accumulated relatively much,the reform of the rural collective property rights system has further stimulated the vitality of development,and the promoting effect on the county economic development is more obvious than that in the central and western regions.Third,after the start of the battle against poverty,the state has supported the collective economic development of poor counties more vigorously,and the promoting effect of the reform of the rural collective property rights system in poor counties on the county economic development has been more obvious than that in non-poor counties.Fourth,the reform of the rural collective property rights system is conducive to the optimization of the county’s industrial structure and the enhancement of the level of industrial agglomeration,which helps to improve the quality of county economic development.
