摘要
我国粮食产业的发展不仅仅涉及土地、资本、劳动力,更取决于粮食的政策安排。在我国,粮食政策居于粮食产业发展中的核心位置。要解决好粮食发展问题,必须从粮食政策的选择和演变中寻找思路和解决方案。从党的十八大以来我国粮食政策的演变入手,分析我国粮食产业发展过程中粮食政策实施存在的问题,提出我国粮食政策的完善策略:坚持市场化改革取向与保护农民利益并重;增强政策投入和财政支持;推进渐进式改革和完善现有粮食政策。
The development of China＇s grain industry depends on not only land, capital and labor, but also the grain policy arrangement. In China, grain policy is at the core of the development of grain industry. To solve the problem of food development, we must find ideas and solutions from the choice and evolution of food policy. Starting with the development of China＇s grain policy since the 18th National Congress of CPC, this paper analyzes the problems existing in the implementation of grain policy in the development of China＇s grain industry, and puts forward the China＇s grain policy improvement strategies： adhering to the orientation of market-oriented reform and protecting the interests of farmers; enhancing policy input and financial support; promoting gradual reform and improving existing food policy.
