摘要
关键矿产是一个国家保障经济正常发展的重要战略性资源。当今,全球经济的萎靡、各国贸易和地缘政治摩擦不断升级,对关键矿产资源的保护、管控、开发已成为各国关注的热门课题之一。由于中国特殊的地缘政治环境、中美贸易摩擦,使得对关键矿产的保护、管控、开发成为中国无法忽视的问题。基于海关职能视角,就如何构建中国镓、锗等关键矿产监管保护体系出发,从风险研判防控体系建设、关键矿产标准体系的完善、科研创新能力的提升、关键矿产政策支持体系建设等方面提出构建体系的相关构想与建议,以期为服务国家高质量发展大局做出贡献。
Critical mineral is an important strategic resource for a country to ensure normal economic development.Nowadays,the global economic malaise,the escalating trade and geopolitical frictions between countries,the protection,control and development of Critical mineral resources have become one of the hot topics of concern of all countries.Due to China's special geopolitical environment and Sino-US trade frictions,the protection,control and development of Critical mineral have become problems that China cannot ignore.Based on the perspective of customs functions,starting from how to build a regulatory and protection system for Critical mineral such as gallium and germanium in China,this paper puts forward relevant ideas and suggestions for building a system from the aspects of risk research and judgment prevention and control system,improvement of Critical mineral standard system,improvement of scientific research and innovation ability,and construction of Critical mineral policy support system,in order to contribute to serving the overall situation of national high-quality development.
