农业农村高质量发展水平评价及制约因素分析

摘要 该文基于2011—2022年我国31个省(区市)农业农村发展相关面板数据,运用熵值法对我国农业农村高质量发展水平进行综合评价,并运用障碍度模型探究其制约因素。结果表明,2011—2022年,我国农业农村高质量发展水平不断上升,整体呈“东高西低”的发展态势,科技创新发展和产出提质增效对其拉动作用明显。对于农业农村高质量发展的制约作用:绿色生态发展和结构优化布局最小、产出提质增效和科技创新发展最大、协调共享发展较小,其主要制约因素为农产品生产质效、科技信息化水平、人力资本要素和公共服务水平。 Based on the panel data of agricultural and rural development of 31 provinces and cities in China from 2011 to 2022,the entropy method was used to comprehensively evaluate the high-quality development level of agricultural and rural areas in China,and the obstacle degree model was used to explore its constraints.The results show that from 2011 to 2022,China’s agricultural and rural high-quality development level continues to rise,and the overall development trend is“high in the east and low in the west”,and the development of scientific and technological innovation and output quality and efficiency improvement have an obvious pulling effect on it.The constraints on the high-quality development of agriculture and rural areas are as follows:green ecological development and structural optimization layout are the smallest,output quality and efficiency improvement and scientific and technological innovation and development are the largest,and coordination and sharing development is small.The main constraints are the quality and efficiency of agricultural production,the level of science and technology informatization,human capital factors and public service level.
