摘要
近年来,为了提高农村地区的水环境质量,补齐农村生活污水治理工作短板,各地政府投入大量精力开展农村生活污水治理工作。同时,PPP项目作为一种新型项目实施模式,在农村生活污水治理工程中得到了广泛应用。在农村生活污水治理PPP项目中,项目公司作为实际的项目建设单位,直接管理设计单位、施工单位和监理单位等参建单位,负责与实施机构、有关政府部门和其他第三方的沟通协调,并在项目运维期间承担运营管理工作。因此,提高PPP模式下项目公司的管理能力,对于农村生活污水治理工程的顺利推进具有重要意义。
In recent years,to improve the water environment quality in rural areas and make up for the shortcomings of rural domestic sewage treatment work,various local governments have invested a considerable amount of effort in rural domestic sewage treatment.At the same time,PPP model,as a new project implementation model,has been widely used in rural domestic sewage treatment projects.In the rural domestic sewage treatment PPP projects,the project company,as the actual project construction unit,directly manages participating units such as design,construction,and supervision units,and is responsible for communication and coordination with implementing agencies,relevant government departments,and other third parties,as well as undertaking operation and management work during the project operation and maintenance period.Therefore,improving the management capability of project companies under the PPP model is of great significance for the smooth progress of rural domestic sewage treatment projects.
