摘要
公众对政府的信任水平已经成为衡量政府治理能力的重要指标之一,而电子政务则被当作扭转政府信任危机的一种解决方案被提出,因此,辨析中国情境中电子政务对政府信任的影响并探寻背后的作用机制就显得尤为重要。本文着重研究了电子政务对政府信任影响过程中政府透明度感知的中介作用及社会公平感的调节作用机制。通过对2629份问卷调查数据的分析发现,电子政务的使用和推广可以有效提升社会公众的政府透明度感知水平,而政府透明度感知对公众的政府信任水平提升有着积极的作用;电子政务对政府信任的正向形塑效应正逐渐显现;电子政务对政府信任的提升作用部分归因于政府透明度感知的增加;就政府透明度感知对政府信任的促进作用而言,公众的社会公平感具有放大效应。
The level of public trust in the government has become one of the important indicators to measure the ability of governance capacity,and e-government has been proposed as a solution to diluting the crisis of government trust.Therefore,it is particularly important to analyze the impact of e-government on government trust in China and to explore the underlying mechanism.This paper focuses on the mediating role of government transparency and the regulatory mechanism of public sense of social justice in e-government's role in building government trust.Through the analysis of 2,629 questionnaire survey data,it is found that the use and promotion of e-government can effectively improve government transparency which has a positive effect on the improvement of the public’s government trust level.The positive shaping effect of e-government on government trust is gradually emerging;the promotion effect of e-government on government trust is partly attributed to the increase of government transparency;as for the promotion effect of government transparency on government trust,the public's sense of social justice has a magnification effect.
