摘要
基于新发展理念构建农业高质量发展水平评价指标体系,以2008—2019年黄河流域内72个市(州、盟)数据,运用熵值法、标准差椭圆、Moran’s I指数和空间计量模型等方法揭示黄河流域农业高质量发展水平的时空演变特征和影响因素。结果表明,考察期内黄河流域农业高质量总体发展水平持续提升,但仍存在结构性问题,创新发展水平和开放发展水平是薄弱环节;农业高质量发展水平呈现空间非均衡分布,逐渐由“东高中西低”转变为“东西高中低”的特征;区域农业发展有空间相关性,并呈现高-高集聚和低-低集聚状态;社会经济发展水平和基础设施促进农业高质量发展,人口城镇化对农业高质量发展有负向效应。由此得出黄河流域要以深化农业供给侧改革、发展差异化农业模式、发挥区域农业辐射效应、充分利用社会经济因素推进农业高质量发展。
Based on the new development concept,the evaluation index system of agricultural high-quality development level was constructed.The data of 72 cities(prefectures and leagues)in the Yellow River Basin from 2008 to 2019 was adopted to reveal the spa-tial-temporal evolution characteristics and influencing factors of high-quality agricultural development level in the Yellow River Basin by using entropy method,standard deviation ellipse,Moran’sI index and spatial econometric model.The results show that the level of high-quality agricultural development in the Yellow River Basin had generally been improving during the study period,but there were still structural problems,and the level of innovative development and open development were weak links.The level of high-quality ag-ricultural development showed an uneven spatial distribution,gradually changing from“high in the east and low in the mid-west”to“high in the east and west,low in the central”;regional agricultural development was spatially correlated,showing high-high agglom-eration and low-low agglomeration;the level of socio-economic development and infrastructure promoted high-quality agricultural de-velopment,and population urbanization had a negative impact on high-quality agricultural development.This led to the conclusion that the Yellow River Basin should promote high-quality agricultural development by deepening agricultural supply-side reform,de-veloping differentiated agricultural models,bringing into play regional agricultural radiation effects,and making full use of socio-eco-nomic factors.
