摘要
本文以我国2008—2019年120个地级及以上城市为样本,利用修正的引力模型测度了我国环境多元共治的空间关联关系,并运用社会网络分析方法和QAP方法,全面探究了环境多元共治的空间关联特征及影响因素。研究发现,从网络特征和空间聚类特征来看,中国城市环境多元共治网络具有显著的空间关联性和空间溢出效应,但呈现非均衡分布与异配性特征;从块模型分析来看,中国城市环境多元共治网络可以分为四个板块,各板块扮演不同角色,分别是净溢出、双向溢出、经纪人和主受益;从影响因素来看,空间距离关系、地理区位关系、环保技术差异、环境质量差异和能源消耗差异是促使中国环境多元共治空间关联关系产生的主要因素,其中环境质量差异对环境多元共治网络的负向影响最大,而环保技术差异的正向影响最大。本文丰富了环境多元共治的相关研究,有助于深入理解城市环境多元共治网络,并为促进城市间环境责任协同发展提供政策建议。
This paper measures the spatial correlation of environmental pluralistic shared governance in China using the modified gravity model with a sample of 120 prefecture-level cities and above from 2008 to 2019,and comprehensively explores the spatial correlation characteristics and influencing factors of environmental pluralistic shared governance by applying the social network analysis method and the QAP method.The study found that,from the characterization,Chinese urban environmental pluralistic shared governance network has significant spatial correlation and spatial spillover effect,but presents the characteristics of non-equilibrium distribution and heterogeneity;from the analysis of the block model,the social network of urban environmental pluralistic shared governance in China can be divided into four segments playing different roles,namely,the net spillover,bidirectional spillover,brokerage,and main beneficiary;from the perspective of the influencing factors,the spatial neighboring relationship,geographic location relationship,environmental protection technology differences,environmental quality differences and energy consumption differences are the main factors contributing to the spatial correlation relationship of environmental pluralistic shared governance in China,among which environmental quality differences have the greatest negative impact on the environmental pluralistic shared governance network,while environmental protection technology differences have the greatest positive impact.This paper enriches the research related to environmental pluralistic governance,contributes to a deeper understanding of urban environmental pluralistic governance networks,and provides policy recommendations for promoting synergistic development of environmental responsibility among cities.
