摘要
当前,档案事业发展中存在诸多需要专业知识介入才能解决的专门性问题。然而,集专业性、交叉性和普遍性为一体的档案专门性问题并未引起人们足够的重视,其在本质上仍然是一个正在进行但却被严重忽视的问题。有鉴于此,实有必要将档案专门性问题从纷乱庞杂的常识体系中抽象出来,进而建立起科学完备的档案专门性问题解决程式。具体而言,可尝试分别从规范、实践和工具三个维度入手,在效力级别较高的法律规范中实现对档案专门性问题的规范续造;在档案管理、档案执法和档案司法中优化现有的专家介入机制;针对档案专门性问题解决程式的启动、运行和审查等环节对治理资源进行精准配置等,最终力求使专门性知识能够更好地服务于档案事业的长远发展。
the problem of archival expertise from the messy common sense system,and then establish a scientific and complete program to solve the problem of archival expertise.Specifically,we can try to start from the three dimensions of norms,practices and tools,and realize the normative continuation of archival specialized issues in the legal norms with higher level of effectiveness;optimize the existing expert intervention mechanism in file management,file law enforcement and file justice;in order to make the specialized knowledge better serve the long-term development of the archives cause,the precise allocation of governance resources is carried out in the links such as the start,operation and review of the archives specialized problem solving program.
