摘要
基层社会治理共同体是实现国家治理能力现代化的重要载体,坚持和完善共建共治共享的社会治理制度,增强社会治理效能,是新时代构建基层社会治理共同体的核心要义。改革开放以来,随着我国城市社会结构和社会关系的不断变革,城市社区出现治理主体、治理内容、治理理念等层面的“碎片化”难题。构建“整体性治理”是对治之道,即通过完善共同参与机制,培育社区公共精神,强化共同行动能力的方式,搭建起“治理主体、治理责任、治理目标、治理行动”高度协调统一的整体性治理网络,构建起整体性治理的基层社会治理新格局。同时,构建基层社会治理共同体需要确立人民本位价值、强化公共利益联结、厘清主体责任边界、建立协同共治机制以及完善社会治理制度。
Grassroots social governance community is an important carrier to realize the modernization of national governance capacity.It is the core of building grassroots social governance community in the new era to adhere to and improve the social governance system of co-construction,co-governance and sharing and enhance the efficiency of social governance.Since the reform and opening up,with the continuous change of urban social structure and social relations in China,there have been'fragmentation'problems in urban communities at the levels of governance subjects,governance contents,and governance concepts.The construction of"holistic governance"is the way of governance,that is,by improving the mechanism of joint participation,cultivating the public spirit of the community,and strengthening the ability of joint action,a highly coordinated and unified holistic governance network of"governance subject,governance responsibility,governance goal and governance action"is built,and a new pattern of grassroots social governance of holistic governance is constructed.At the same time,the construction of grass-roots social governance community needs to establish the people's standard value,strengthen the connection of public interests,clarify the boundary of subject responsibility,establish a collaborative co-governance mechanism and improve the social governance system.
