摘要
航班时刻是所有航空运输相关单位实施航班正常运行的基础,航班时刻资源的有效使用,是提升航班安全,高效、有序飞行的保障。本文从现阶段航班时刻管理工作问题出发,阐述了新航班时刻管理系统的建设背景、建设目标、总体设计、主要功能和技术创新,设计的系统顺应了民航局集约化集中管理航班时刻配置工作的要求,切实发挥航班时刻资源配置对推进民航高质量发展的作用,为实施建设阶段提供指导和参考。
Flight time is the basis for all air transport related units to implement the normal operation of flights,and the effective use of flight time resources is the guarantee for improving the safety,efficiency and orderly flight of flights.Starting from the problems of flight time management at the present stage,this paper expounds the construction background,construction objectives,overall design,main functions and technical innovation of the new flight time management system.The designed system conforms to the requirements of the Civil Aviation Administration of intensive centralized management of flight time allocation work,and effectively plays the role of flight time resource allocation in promoting the high-quality development of civil aviation,and provides guidance and reference for the implementation of the construction stage.
