摘要
美国智库最早主要以研究和解释复杂的政治世界为职能,为公众和政府提供服务。随着美国内外环境的变化,美国智库开始通过宣传获取影响力和资金支持。本文以定量和定性相结合的方法,通过考察近年来美国智库在媒体曝光、宣传渠道与能力、媒介形象方面的变化,发现其政治宣传活动显著增多,且在立场、主张上越来越与美国政府相一致。美国政府的“全政府”“全社会”等一系列国家安全战略为智库投身于战略宣传指明了方向,“印太战略”则为其提供了现实的驱动力,智库于是成为美国国家战略传播的重要实体。美国智库还将宣传触手伸向亚太国家,采用“量身定制”的叙事策略宣传“印太战略”,利用亚太国家力量遏制中国,并进一步巩固其霸权地位。因此,需要对美国智库以学术研究之名进行的战略宣传保持警惕。
American think tanks positioned themselves as research-oriented entities tasked with unraveling the complexities of the political world,providing insights for both the public and the government in the past.Over time,in tandem with shifts in the internal and external political landscape,American think tanks began to seek infl uence and fi nancial support through advocacy.This study employs both quantitative and qualitative analyses to examine American think tanks’media exposure,communication channels and capabilities,and media images.It fi nds that American think tanks’advocacy activities have signifi cantly increased,and their opinions and stances are becoming more aligned with the U.S.government.The orientations of a series of American national security strategies,such as the"a whole of government"and"a whole of society"approaches,have pointed directions for think tanks to engage in strategic communication,while the"Indo-Pacifi c Strategy"has fueled these practices,making think tanks a critical component in the U.S.strategic communication system.American think tanks,through tailored narrative tricks,have also been intensifying their infl uence operations on targeted Asia-Pacifi c countries,aiming to help the promotion of the"Indo-Pacifi c Strategy"focused on containing China.Therefore,it is imperative for China to be vigilant about the propaganda activities of American think tanks.
