摘要
自特朗普政府将中国正式确定为美国首要战略竞争对手以来,美国战略界就美国对华战略展开了新一轮争论。其中,对华威胁认知、对华冷战思维及对中俄的大国战略是此次论争的焦点。分析表明,美国战略界关于中国构成美国唯一战略竞争对手的认知虽基本趋于一致,但在美国有无夸大中国威胁,尤其是在对华全面遏制、意识形态对抗与中俄战略取向问题上仍存在一定分歧。国际环境重大变迁、中美实力格局复杂形态以及美国战略目标内在矛盾等多重因素共同决定了美国战略界的此轮争论不会很快结束,美国对华战略目前也并未“尘埃落定”,中美关系仍处于由双方实际战略互动渐进塑造的阶段。
Since the Trump administration officially identified China as the primary strategic competitor of the United States,the U.S.strategic community has launched a new round of debates on the US strategy towards China.The threat perception and Cold War mentality vis-à-vis China,as well as the strategy towards both China and Russia are the focus of these debates.The analysis illustrates the U.S.strategic community's perception tends to reach a consensus that China constitutes the only strategic competitor of the U.S.However,whether the U.S.has exaggerated China's threat,especially concerning the issues of comprehensive containment,ideological confrontation,as well as the strategic orientations of China and Russia,remains inconclusive.Multiple factors such as major changes in the international environment,the complex pattern of the Sino-U.S.power structure,and the inherent contradictions in U.S.strategic goals have collectively determined that this round of debates in the U.S.strategic community will not end soon.As such,"the dust has not settled"for U.S.strategy towards China yet,and Sino-U.S.relations are still at a stage gradually shaped by the actual strategic interaction between the two sides.
