民众期望、政府行为与政务舆情回应效果--基于“结构-过程”分析范式的案例深描

摘要 民众期望是理解我国当前舆情治理低效的一个重要切入点,也是指导新时期回应型政府建设的内在价值取向。借用行为经济学中的“期望失验”概念来解释民众视角下的民众的心理预期与地方政府回应行为绩效之间的差异。构建了政务舆情事件中政民互动与舆情演化关系的理论分析框架,从民众期望和政府行为两个方面解释了政务舆情事件中期望失验的形成机理,并以“L县学生坠亡事件”为典型案例,通过“结构-过程”分析范式深入考察了微博中呈现政民互动的多重行为逻辑。研究发现:(1)政务舆情事件中,谣言发生、群体冲突、舆情升级等是地方政府回应低效的外部表现,其根本在于其回应未能满足民众的内在期望;(2)地方政府通过事实澄清虽可以快速满足民众的信息期望,但情感期望失验所积累的公信力危机短期难以修复;(3)问责压力下的地方政府以摆平策略为核心的回应行为仍然是其自发选择,公信力危机则成为政府回应低效下的产物;(4)民众对政府行为的预期是随着舆情信息环境变化、政民互动与博弈的加深逐渐调适形成的。未来如何实现民众理性期望满足与公共权威秩序维护之间的平衡,是学界需要进一步探讨的重要议题。 As a basic psychological expectation,citizen expectation is an important entry point to understand the inefficiency of public opinion governance in China,and it is also an intrinsic value orientation to guide the construction of"responsive government".This paper uses the concept of"expectation-disconfirmation"in behavioral economics to explain the inconsistency between"ought"and"reality"in local government public opinion response from the perspective of citizens,that is,the difference between citizens'psychological expectation and local government's response performance.On the basis of relevant literature and theoretical explanation,this paper constructs a theoretical analysis framework of the relationship between government-citizen interaction and the evolution of public opinion in government affairs public opinion events.It explains the formation mechanism of expectation-disconfirmation in government affairs public opinion events from two aspects:citizen expectation and government behavior.Taking the"Luxian student crash incident"as a typical case,this paper investigates the multiple behavioral logic of politicians and citizens in the interaction of micro-blog through the analysis paradigm of"structure-process".The research finds that:(1)Rumors,group conflicts,and public opinion escalation are the external manifestations of inefficient response of local governments to public opinion events,and the fundamental reason is that their response fails to meet the internal expectations of citizens;(2)Although local governments can quickly satisfy citizens'information expectation through factual clarification,but the credibility crisis accumulated by emotional expectation failure is difficult to repair in a short time;(3)After public opinion events evolved into public crisis events,the response of local governments under the pressure of accountability is still their spontaneous choice,while the credibility crisis becomes the inevitable outcome of the inefficient response of the government;(4)Citizens'expectation of gove
