摘要
制造业是实体经济的基础,是国家经济的命脉。党的二十大报告提出“坚持把发展经济的着力点放在实体经济上,推进新型工业化,加快建设制造强国,确保重要产业链供应链安全”。然而,受规模(效率)效应、产业关联效应、创新溢出效应、资本积累效应以及外汇储备效应的影响,中国正面临包括产品、要素、市场、外汇风险在内的去工业化经济风险。为此,需要以外防内控为基本策略,保持制造业比重基本稳定,延伸制造业供应链产业链最大化制造业规模(效率)效应,实现制造业高水平科技自立自强,最大化制造业高就业带动效应、高产业关联效应,全方位推动中国早日由制造大国迈向制造强国。
Manufacturing industry is the foundation of the real economy and the lifeblood of the national economy. Report of the 20th National Congress of the CPC proposed "continue to focus on the real economy, promote a new type of industrialization, accelerate the building of a manufacturing power, and ensure the security of important industrial chains and supply chains".However, due to the effects of scale(efficiency), industrial correlation, innovation spillover, capital accumulation and foreign exchange reserves, China is facing de-industrialization economic risks, including products, factors, markets and foreign exchange risks.To this end, we should take external prevention and internal control as the basic strategy, keep the proportion of manufacturing industry basically stable, extend the supply chain of manufacturing industry chain to maximize the scale(efficiency) effect of manufacturing industry, realize high level self-reliance and self-strengthening of science and technology in manufacturing industry, maximize the high employment-driven effect of manufacturing industry and the high industrial correlation effect, and comprehensively promote China's development from a large manufacturing country to a strong manufacturing country.
