摘要
近年来,石油化工行业事故时有发生,对应急管理工作提出了更高的要求,为此,石化企业非现场执法模式就随之应运而生。该模式是应急管理部门利用科技手段精准监管石化企业,且效果显著。目前,应急管理部门正在推广非现场执法模式的工作,但在执法实践中,仍面临一些问题。文章通过梳理安全生产监管领域执法案例,对石化企业非现场执法模式的优势和问题进行分析,提出对策以推进标准高效的非现场执法模式体系的构建,对石化企业安全生产监管工作和高质量发展意义重大。
In recent years,accidents happen frequently in the petrochemical industry,which puts forward higher requirements for emergency management.Therefore,the off-site law enforcement model of petrochemical enterprises comes into being.The mode is that the emergency management department uses scienti fic and technological means to accurately supervise petrochemical enterprises,and the effect is remarkable.At present,the emergency management department is promoting the work of off-site law enforcement model,but in law enforcement practice,there are still some problems.This paper analyzes the advantages and problems of off-site law enforcement mode in petrochemical enterprises by combing through law enforcement cases in the feld of production safety supervision,and puts forward countermeasures to promote the construction of a standard and ef fcient offsite law enforcement mode system,which is of great signi fcance to the work of production safety supervision and high-quality development of petrochemical enterprises.
