摘要
目的描述我国疾病预防控制中心卫生人力资源配置现状,综合分析资源配置的公平性及地区分布差异,为优化卫生人力配置提出科学依据。方法利用基尼系数、泰尔指数和卫生人力资聚集度等指标综合分析我国疾病预防控制中心卫生人力资源资源配置的公平性。结果全国疾病预防控制中心卫生人力资源总数逐渐降低,地区间存在较大差异。东、中、西部地区人口配置的基尼系数均较低,公平性较好;东部地区地理面积配置的基尼系数超过0.4的警戒线,中、西部地区公平性较好。结论全国疾病预防控制中心应根据地区特性定制不同的卫生人力资源配置标准,提高各地区卫生人力资源的可及性,实现均衡配置。
Objective To describe the current situation of human resource allocation for disease control and prevention in China, comprehensively analyze the fairness and regional distribution differences of resource allocation, and put forward scientific basis for optimizing allocation. Methods Using Gini coefficient, Theil index and aggregation of health human resource to analyze the fairness of human resource allocation of disease control and health in China. Results The total number of health human resources in the centers for disease control and prevention in China decreased gradually, and there were great differences among regions. According to the calculation of Gini coefficient, from the perspective of population allocation, the Gini coefficient of the eastern, central and western regions was low, and the fairness was good.From the perspective of geographical area allocation, the eastern region exceeded the warning line of 0.4, and the fairness of the central and western regions was better. Conclusion Centers for disease control and prevention in China should customize different allocation standards of health human resources according to regional characteristics, improve the accessibility of health human resources in various regions, reasonably optimize China's disease control and health human resources and realize balanced allocation.
