摘要
国家安全的实质是价值安全。在世界百年未有之大变局下,面对复杂的安全环境和多元的风险挑战,有必要将维护价值安全作为一项国家安全重大战略。维护中国价值安全,必须按照总体国家安全观的要求,遵循以人民为中心的主体性原则,依靠人民,捍卫人民的价值主体地位;又要遵循美好生活需要的导向性原则,以人民美好生活需要的满足为行动导向和价值标准;还要遵循核心价值观念的主导性原则,捍卫社会主义核心价值观念体系在观念领域的主导地位,并持续发挥其领导力、引导力、控制力;更要遵循价值安全标的的系统性原则,促进人民的多维、多层价值的实现,维系社会主义核心价值观念体系与其他价值观念体系之间的共存共生状态,有效统合中国自身价值安全与人类共同价值安全。
The essence of national security is value security.Under the unprecedented changes unseen in a century of the world,and facing complex security environment and diversified risks and challenges,it is necessary to take maintaining value security as a grand strategy of national security.To maintain China's value security,it is necessary to follow the requirements of the overall concept of national security,follow the principle of people-centered subjectivity,rely on the people,and defend the people's status as the main body of values;it is also necessary to follow the principle of the orientation of the need for a good life,and to take the fulfillment of the people's need for a good life as the guide to action and the standard of value;and it is also necessary to follow the principle of the predominance of the core values,defend the dominant position of the socialist core value system in the field of concepts,and continue to exert its leading,guiding and controlling power;and we should also follow the principle of systemicity of value security,promote the realization of people's multidimensional and multilayered values,and maintain the coexistence and symbiosis between the socialist core value system and other value systems,so as to effectively unite the security of China's own value and that of the common values of mankind.
