摘要
冰雪运动政策工具的合理选择与应用是实现冰雪运动高质量发展的保障,也是优化政策实施的重要手段与研究方式。笔者采用内容分析与文献分析相结合的研究方法,基于学者萨拉蒙的相关理论,依据理论框架、样本选择、单元划分、编码统计等步骤,对我国21份国家级“冰雪政策”从X政策工具与Y体育强国发展两个维度进行量化分析,深入剖析当前冰雪运动政策工具在选择倾向、治理理念以及相关联方面的缺失与冲突,提出了参考性建议。
The reasonable choice and application of policy tools is the guarantee choice to achieve high-quality development of ice and snow sports,and is also an important means and research method to optimize policy implementation.With the methods of content analysis and literature analysis as well as the theory by salamon,and on the basis of theoretical framework,sample selection,unit division and coding,21 ice and snow policies in China are made a quantitative analysis from two dimensions of the policy tools X and sports power Y.This paper makes a thorough analysis of the current policy tools of ice and snow sports in the selection tendency,governance concept and related defects and conflicts,and puts forward some suggestions.
