摘要
自然资源确权登记是党中央、国务院的决策部署,是落实生态文明建设的重要举措,是测绘地理信息服务自然资源管理、服务经济和生态文明建设的新领域。本文以北运河自然资源统一确权登记为研究对象,探讨了北运河登记单元的技术路线,并结合北运河特点,细化登记单元边界预划原则,针对划分难点,创新性地提出多源数据整理及核实方案,梳理各类权属界线落地优先级,实现了北运河登记单元的科学合理划分。该研究为北京市自然资源确权登记水流登记单元划分提供了技术支撑。
The confirmation and registration of natural resource rights is a decision-making arrangement of the Party Central Committee and the State Council,an important measure to implement the construction of ecological civilization,and a new field in which surveying and mapping geographic information serves natural resource management,economy and ecological civilization construction.This paper takes the unified confirmation and registration of the natural resources of the North Canal as the research object,discusses the technical route of the registration unit of the North Canal,and combines the characteristics of the North Canal,refines the registration unit boundary pre-planning principles,and innovatively proposes multi-source data sorting for the difficult division.And the verification plan,sorting out the priorities of various ownership boundaries,and realizing the scientific and reasonable division of the registration units of the North Canal.This study provides technical support for the division of water flow registration units in Beijing’s natural resource rights confirmation registration.
