摘要
研究目的:揭示农村闲置宅基地盘活利用中相关利益主体的行为逻辑及利益联结机制,探寻提高盘活利用效果的有效路径。研究方法:基于中层理论的逻辑分析和过程追踪法的案例研究。研究结果:(1)宅基地盘活涉及的利益主体可以分为政府、企业和乡村三类,政府、企业和乡村的行为逻辑分别是政绩、利润和关系导向,三者的关系需要利益联结进行网络整合。(2)临安案例的宅基地盘活可分为村庄整治和村庄经营两个阶段,分别为农村闲置宅基地盘活利用提供物质条件和经济基础。农村集体经济和乡村运营商在村庄内外生产要素结合的过程中,发挥着利益联结的枢纽性作用。研究结论:(1)宅基地盘活利用中,政府和企业的行为逻辑分别是以政绩和利润为导向的工具理性行为,乡村的行为逻辑是以关系为导向、以差序格局为特征的价值理性行为。(2)尽管政府、企业和乡村有着差异化且潜在冲突的行为逻辑,但建立均衡共赢的利益联结有助于控制行为异化和利益冲突。
The purposes of this study are to discover the behavioral logics and interest linkage mechanisms among governments,enterprises and villages in the redevelopment of idle rural residential land,and to explore an effective approach for enhancing the effectiveness of such redevelopment.The research methods are as follows.The logic analysis and a case study are conducted based on the middle-range theory and process tracing method.The research results show that:1)the stakeholders involved in the redevelopment of rural residential land are divided into governments,enterprises and villages.The behavior logic of government,enterprise and village is political performance,profit and relationship oriented respectively,and the relationship among the three requires the network integration of interest linkage.2)Village renewal and management provide physical and economic foundations for the redevelopment.The collective economy and rural operator play a crucial role in integrating production factors both within and outside the village for interest linkage.In conclusion,governments and enterprises exhibit instrumental rational behaviors driven by political performance and profit motives respectively in the redevelopment.Villages demonstrate value rational behaviors focused on social relationships,characterized by a circular sequence pattern in the redevelopment.Despite the behavioral logics of differentiation and potential conflicts among governments,enterprises,and villages,a win-win linkage of interests contributes to controlling these alienation and conflicts.
