摘要
为提高劳动者适应数字化、低碳化转型的市场环境,德国2019年发布《国家继续教育战略》,改革现有继续教育体系。在对战略实施情况进行监测与审查后,德国于2022年发布新的继续教育战略,提出启动建设继续教育型国家。德国坚持通过法规推动改革,汇聚各方资源形成合力,充分发挥市场运作机制,重视数字技术应用和数字技能的培养,这些经验做法对我国继续教育高质量发展、学习型社会和学习型大国建设具有借鉴和参考价值。
In order to improve the adaptation of workers to the market environment of digital and low-carbon transformation,Germany released the National Strategy for Continuing Education in 2019 to reform the existing continuing education system.After monitoring and reviewing the implementation of the strategy,Germany released a new continuing education strategy in 2022,proposing to launch the construction of a continuing education-oriented nation.Germany insists on promoting reforms through regulations,bringing together the resources of all parties to form a synergy,giving full play to the market operation mechanism,and emphasizing the application of digital technology and the cultivation of digital skills.These experiences and practices have reference value for the high-quality development of China’s continuing education and the construction of a learning society and a learning country.
