摘要
“揭榜挂帅”是中国应对复杂国际关系和激烈科技竞争的战略选择,是解决制约国家安全与经济社会发展的科技问题的重大制度创新。本文以“揭榜挂帅”科研组织模式为研究对象,采用案例分析法和文本分析法,对“揭榜挂帅”的概念及其本质特征进行梳理,并以广东“揭榜制”为主要分析案例,结合其他省市的探索情况,总结“揭榜挂帅”改革的主要特点以及存在的问题,并据此提出厘清“揭榜挂帅”需求、改革“揭榜挂帅”榜单来源与中榜评审机制、完善“揭榜挂帅”奖励体系、加强“揭榜挂帅”成果市场考核等优化路径。对“揭榜挂帅”制度进行深入研究,可为各地科技计划管理改革提供借鉴、为实现高水平科技自立自强提供思路。
Unveiling and commanding is China's strategic choice to cope with complex international relations and fierce scientific and technological competition,and is a major institutional innovation to solve the scientific and technological problems that restrict China's national security and economic and social development.This paper takes the scientific research organization pattern of unveiling and commanding as the research object,uses case analysis method and text analytics to sort out the concept and essential characteristics of unveiling and commanding,takes Guangdong Province as an example to summarize the main characteristics and existing problems of unveiling and commanding reform.Based on the above analysis,this paper proposes to clarify the needs of unveiling and commanding,reform the source of unveiling and commanding and the evaluation mechanism of the ranking,improve the reward system for unveiling and commanding and strengthen the market assessment of the results of unveiling and commanding,in order to optimize the implementation path of unveiling and commanding.This paper provides a reference for the reform of science and technology plan management in various regions,and provides ideas for achieving high-level technological self-reliance and self-improvement.
