摘要
开放包容是反资本控制并化解全球化危机和实现国际社会包容性增长的基础,是我国面向全球倡议“一带一路”并推动构建人类命运共同体的重要内涵。通过梳理国内外开放包容指数评估的学术及实践进展,基于传递中国价值的全球使命与提升国内城市的竞争力视角,建立开放包容价值引领下三生融合的公园城市中国式现代化城市范式。本研究立足公园城市总体指数框架,主要以促进城市文化繁荣与社会包容为目标,以三生融合为内涵,以“宜居、宜游、宜业”为动力,从开放链接、文化多元、社会包容三个方面来开展指数评估研究。在开放链接方面,主要侧重引导推动城市间人员的对外交流,促进文化的开放。在文化多元方面,主要通过引导集聚多元人群,供给多元文化活动以提升城市的文化多样性。在社会包容方面,回归人本价值,关注弱势群体,营造公平包容的人文环境。研究构建评估框架体系,以国内样本城市实证评估开放包容发展总体水平,诊断并预警城市开放包容发展短板。
Openness and inclusiveness are the basis for anti-capital control and resolving the global crisis and achieving inclusive growth of the international community.They are also the important connotation of China's"Belt and Road"initiative and the idea of building a community with a shared future for mankind.By comparing and sorting out the evaluation ideas and indicator systems of openness and inclusiveness of wellknown think tanks at home and abroad,based on the global mission of transmitting Chinese values and the perspective of improving the competitiveness of Chinese cities,the Chinese paradigm of developing the concept of inclusiveness is established.Based on the overall index framework of the park city,this study mainly aims to promote cultural prosperity and social inclusion in the city,with the connotation of the integration of the"production,eco-environment,and life"and the driving force of"livable,enjoyable,and workable",and carries out the index assessment study in the three aspects of open links,cultural pluralism,and social inclusion.In terms ofopen links,the index mainly focuses on guiding and promoting exchanges of people between cities and promoting cultural openness.In terms of cultural pluralism,the index mainly focuses on guiding the gathering of diversified people and providing diversified cultural activities to enhance the cultural diversity of the city.In terms of social inclusion,it returns to humanistic values,pays close attention to disadvantaged groups,and creates a fair and inclusive humanistic environment.The evaluation framework system is constructed to empirically assess the overall level of open and inclusive development of sample cities in China,and to diagnose and warn of the shortcomings of open and inclusive development of the cities.
