摘要
2022年7月,四川天府新区联合中国城市规划学会发布了《公园城市指数》,将四川天府新区的成功经验上升为具有普遍意义的指数探索。本文基于《公园城市指数》的编制研究,对公园城市回应的“自然-城市-人”关系问题进行了讨论,同时结合当前全球城市指数发展新趋势,从顶层设计层面明确了《公园城市指数》的价值取向。文章认为,相关指数应成为更温和、包容的新型公共技术产品,以及让市民看得懂、可感知、能参与的温度指标,全面反映城市转型发展的需求与成效并将各类结果数据赋予指导意义。
In July 2022,Sichuan Tianfu New Area,in conjunction with Urban Planning Society of China,released the“Park City Index”,which summarizes the successful experience of Sichuan Tianfu New Area in the exploration on index with universal significance.Based on the research during compilation of the Park City Index,this paper discusses the relationship between nature,city,and human reflected in park cities,and makes clear the value orientation of the Park City Index from the perspective of top-level design in the light of the current development of urban index in the world.The paper argues that the relevant index should become a new type of public technology product that is gentler and more inclusive,as well as an indicator of peoplefriendliness that is understandable,perceptible,and participatory forthe public,which can comprehensively reflect the needs and effectiveness of the city's transformation and development and endow significance to various types of outcome data as a guidance for future development.
