摘要 宁国市位于长江中下游的国家储备林重点建设区域,发展国家储备林基地建设势在必行。基于层次分析-态势分析(AHP-SWOT)模型对宁国市国家储备林的发展战略进行决策分析。首先构建了该市发展国家储备林的评价指标体系,然后确定各项指标的权重,形成了发展战略分析四边形图,得到战略重心坐标为P(0.0207,0.1173),战略强度系数为ρ=0.9012,战略三角形的面积排序为S_(SO)>S_(ST)>S_(WO)>S_(WT)。可知:宁国市发展国家储备林属于实力型项目,应采取积极的开拓型发展策略。此外,提出了坚持生态优先、政府引导、科学规划和融资担保等战略建议,为宁国市和其他地区发展国家储备林提供决策参考和策略性建议。 Ningguo City is a key construction area for national reserve forest in the middle and lower reaches of the Yangtze River,and the development of national reserve forest base construction is imperative.Based on the Analytic Hierarchy Process-Situation Analysis model,this paper analyzes the development strategy of national reserve forest in Ningguo City.Firstly,an evaluation index system for the development of national reserve forest in the city is constructed,and then the weights of each index are determined to form a strategic analysis quadrilateral diagram.The centroid coordinates of the strategy were obtained as P(0.0207,0.1173),and the strategy intensity coefficient wasρ=0.9012.The area order of the strategic triangle was S_(SO)>S_(ST)>S_(WO)>S_(WT).It can be seen that the development of national reserve forest in Ningguo City belongs to the strength-type project,and an active development strategy should be adopted.In addition,strategic suggestions such as adhering to ecological priority,government guidance,scientific planning,and financing guarantee were proposed,providing decision-making references and strategic suggestions for the development of national reserve forest in Ningguo City and other regions.
