摘要
农业强国是社会主义现代化强国的根基,没有农业强国目标的达成就不可能全面实现中国式现代化,高质量的农村金融服务是建设农业强国的基础和保障。目前,农村金融服务农业强国建设存在普惠金融和产业金融协同发展机制不健全、对农村产业融合发展的金融支持不够、对农业科技企业融资支撑不足、农业科技创新的金融供需失衡、农业风险管理工具不全面和风险防控机制不健全等诸多问题,距离建成农业强国目标还存在较大差距。金融服务农业强国建设应该坚持以促进产业发展为金融服务核心、以促进科技创新为金融服务手段、以促进可持续发展为金融服务目标,通过农村金融服务乡村产业振兴提高农业现代化水平,通过金融服务农业科技创新提高农业生产经营效率,通过金融服务农业风险管理增强农业发展韧性,最终促进农业高质量发展。
Agricultural powerhouse is the root of a strong socialist modernization country.It is impossible to fully realize Chinese path to modernization without reaching the goal of an agricultural powerhouse,for which high-quality rural financial services serve as the foundation and guarantee.Currently,the construction of an agricultural powerhouse with rural financial services is confronted with many problems such as unsound mechanism for the synergistic development of inclusive finance and industrial finance,insufficient financial support for the integrated development of rural industries,insufficient support for the financing of agricultural science and technology enterprises,imbalance between the supply and demand of finance for agricultural scientific and technological innovations,incomplete risk management tools for agriculture,inadequate risk prevention and control mechanisms,etc,and there still exists a big gap between them and the goal of building an agricultural powerhouse.Financial services to build an agricultural powerhouse should adhere to the promotion of industrial development as the core of financial services,improve the level of agricultural modernization through the revitalization of rural financial services for rural industries,promote the efficiency of agricultural production and operation through the scientific and technological innovation of financial services for agriculture,and enhance the resilience of agricultural development through the risk management of financial services for agriculture,thus boosting high-quality agricultural development.
