摘要
欧盟委员会宣布2023年为“欧洲技能年”,以探讨解决欧洲劳动力技能短缺问题,尤其聚焦于数字技能领域。结合欧洲多份报告,探索得出欧洲劳动力数字技能提升的现实动因为:未来竞争的关键因素、绿色转型的必要条件、高就业率的重要前提三方面,但数字技能错配情况、数字技能分层问题、数字技能偏见导向使其发展陷入困顿。根据欧洲发展方向,总结数字技能提升的着力向度分别为:发展自主有趣高薪的工作、进行实用有益高效的培训、保证工人的托底稳定与发展。
The European Commission has declared 2023 as the"European Year of Skills"to address the skills shortage of the European workforce,with a particular focus on digital skills.Combined with a number of European reports,it is concluded that the real-life drivers of digital skills upgrading in the European workforce include the key factors for future competition,the nec-essary conditions for green transformation,and the important prerequisites for high employment rates.However,the digital skills mismatch situation,the digital skills stratification problem,and the digital skills bias orientation make its development in a difficult situation.Based on the direction of development in Europe,it is summarized that the focus of digital skills upgrading is on the development of autonomous,interesting and well-paid jobs,on practical,useful and efficient training,and on ensu-ring the stability and development of workers.
