摘要
作为贸易便利化的组成部分,运输便利化的实施可以有效降低贸易成本、提高贸易效率、促进贸易增长。国际船舶登记制度的本质是运输便利化,贸易便利化规则对自贸港区国际船舶登记制度改革具有现实关照。由于国际船舶登记制度需要降低成本简政放权、消除法律与制度障碍、充分接轨国际规则,因而贸易便利化指标中的完善国内法律体系、重视对企业和商业的激励、构建高效透明的监管环境亦是国际船舶登记制度改革的应有之义。据此,以结合区域优势及产业战略的双重进路建立国际船舶登记的中国治理标准有助于建立赋权共享的多方协作创新机制,提高自贸港区的船舶资源配置能力和在航运市场上的国际竞争力。
As an integral part of trade facilitation,the implementation of transport facilitation can effectively reduce trade costs,improve trade efficiency and promote trade growth.The essence of the international ship registration(ISR)is transport facilitation,and the trade facilitation rules have practical concerns for the reform of ISR system.Since the ISR needs to reduce costs,streamline administration and delegate powers,eliminate legal and institutional obstacles,and fully integrate with international rules,the improvement of the domestic legal system,the emphasis on incentives for enterprises and businesses,and the construction of an efficient and transparent regulatory environment in the trade facilitation indicators are also the due meaning of the ISR reform.Accordingly,the establishment of China's governance standards for ISR system by combining regional advantages and industrial strategies is conducive to the establishment of a multi-party collaborative innovation mechanism of empowerment and sharing,and improves the ship resource allocation capacity of the Free Trade Port and Area and its international competitiveness in the shipping market.
