摘要
对民办高校分类管理的政策工具选择偏好进行研究有助于优化民办高等教育体制政策体系,推动政策的实践与落地。本文依照施耐德和英格拉姆的政策工具分析框架,对2013-2022年期间全国31省(自治区、直辖市)出台的159份相关政策文本,采用社会网络分析法进行计量分析与探究。研究发现:当前我国民办高校各类分类管理的政策工具存在操作性受限;针对性、协同性不足;使用结构尚待优化等问题。针对这些问题提出:加快补齐专项配套政策,提升政策工具的操作性;细化分类管理政策内容,提升政策工具的针对性;优化政策参与主体的协作性,提升政策工具使用的协同性;优化政策工具的使用结构,增强政策工具的应用与组合等建议。
Study on the preference for policy tool selection in the classification management of private universities can help optimize the policy system of private higher education system and promote the practice and implementation of policies.Based on the policy tool analysis framework of Schneider and Ingram,this paper makes a quantitative analysis and exploration on 159 relevant policy texts issued by 31 provinces(autonomous regions and municipalities)across the country from 2013 to 2022 by using the social network analysis method.It is found that there are some issues,such as operational limitations in various policy tools for classified management in private universities in China,the lack of targeted and collaborative efforts and the use structure which still needs to be optimized.To address these issues,it is proposed to accelerate the completion of special supporting policies,improve the operability of policy tools,refine the content of classified management policies,improve the pertinence of policy tools,optimize the collaboration of policy participants,enhance the synergy of policy tool use,optimize the use structure of policy tools and enhance their application and combination.
