教师流动视域下西部脱贫地区基础教育高质量发展的进阶模式——基于黔西南个案研究 被引量:1

摘要 黔西南州兴义市民办学校高薪吸引教师,县市教师待遇存在差异,以及教师对优势学校平台的职业追求,造成全州优质教育资源聚集兴义,区域教师流动失衡。为解决教师流动失衡问题,过去教育精准扶贫采取补缺补短措施满足了教育硬软件底线要求,完成了区域教育整体脱贫,但仅实现教育“外显”一体化发展,教师流动失衡问题被遮蔽。当下巩固教育脱贫成果,延续对弱势学校帮扶,落实国家“双减”政策,对民办优势学校规模采取“压减分流”政策,向弱势学校转嫁师生资源,突出资源嫁接结构调整思维,一定程度上缓解了教师流动失衡。迈向区域教育高质量发展阶段,学校组织间应是“协同共生”,公立与民办学校要形成教学内容、方法、目的等的协同机制,以及自律遵从的利益分配、职能分工、资源互补共生机制,服务于区域不同层级的教育共生界面。对此,建议当下要在市州层面通盘考虑布局基础学校,激励性地提高艰苦边远地区教师补贴,提升基础学校教师职业生命价值,促进不同性质学校协同发展。 The prosperity of private schools in Xingyi City,southwestern Guizhou has attracted teachers with high salaries.The differences in treatment between counties and cities,as well as the pursuit of professional values for teachers,have led to a focus on high-quality education in Xingyi and an imbalance in regional teacher mobility.To address the imbalance in teacher mobility,poverty alleviation and filling gaps in the past have met the bottom line requirements of education hardware and software,and achieved overall poverty alleviation in regional education.However,only the integration of external education has been achieved,and the imbalance in teacher mobility has been obscured.At present,we consolidate the achievements of poverty alleviation through education,continue to assist disadvantaged schools,implement the“double reduction”policy,transfer teachers and students from private schools to disadvantaged schools,adjust the scale of various schools in the region,and alleviate the imbalance of teacher mobility,Entering the stage of high-quality development of regional education,schools should be collaborative and symbiotic.Teachers from different schools should form a collaborative mechanism for teaching content,methods.and objectives,and then evolve into a symbiotic mechanism that follows self-discipline,benefits allocation,functional division of labor,and resource complementarity,serving the symbiotic interface of different educational needs in the region.In this regard,it is recommended to comprehensively consider the layout of basic schools at the city(state)level,increase subsidies for difficult and remote teachers,enhance the professional life value of teachers,and promote the coordinated development of schools of different natures.
