科技创新与农业现代化协调发展研究

摘要 基于2012—2021年全国数据和2021年31个省(区、市)的数据,构建了科技创新和农业现代化的评价指标体系,研究了科技创新和农业现代化的时间和空间维度变化特征,利用熵权TOPSIS法分析了科技创新与农业现代化的综合发展水平,运用耦合协调度模型分析了科技创新与农业现代化协调发展的情况。结果表明:在时间维度上,2012—2021年中国科技创新与农业现代化的协调发展水平呈现波动上升趋势,由轻度失调向轻度协调水平演变;在空间维度上,各省(区、市)之间科技创新与农业现代化协调发展水平有所差异,整体表现为协调发展程度不一,存在中度失调、轻度失调、濒临失调及勉强协调4种类型,其中,东部地区的协调发展水平高于中西部地区,中部地区的协调发展水平高于西部地区。由此可知,我国要利用科技创新基础对农业发展影响的空间溢出效应,为我国科技创新的发展奠定基础;完善科技创新成果转换机制;根据不同省(区、市)科技创新与农业发展的特点制定不同的发展战略。 The evaluation index system for scientific and technological innovation and agricultural modernization was constructed.Based on national data from 2012 to 2021 and data from 31 provinces(autonomous regions and municipalities)in 2021,the temporal and spatial characteristics of scientific and technological innovation and agricultural modernization were studied.The comprehensive development level of scientific and technological innovation and agricultural modernization was analyzed by entropy weight TOPSIS method,and the coordinated development of scientific and technological innovation and agricultural modernization was analyzed by coupling coordination degree model.The results show that from 2012 to 2021,the coordinated development level of scientific and technological innovation and agricultural modernization in China presents a fluctuating upward trend,from a mild imbalance to a mild coordination level.In terms of spatial dimension,the coordinated development level of scientific and technological innovation and agricultural modernization varies among provinces(autonomous regions and municipalities),and the overall performance is different in the degree of coordinated development,including moderate imbalance,mild imbalance,near imbalance and barely coordination.Among them,the coordinated development level of the eastern region is higher than that of the central and western regions,and the coordinated development level of the central region is higher than that of the western region.Therefore,we should use the spatial spillover effect of scientific and technological innovation foundation on agricultural development to lay the foundation for China's scientific and technological innovation ability,improve the transformation mechanism of scientific and technological innovation achievements and formulate different development strategies according to the characteristics of scientific and technological innovation and agricultural development in different provinces(autonomous regions and municipalities).
