摘要
在当前碳达峰、碳中和背景下,碳排放量约占全国15%的钢铁行业是实现双碳任务的重要支撑,钢铁企业减碳任务艰巨,如何基于碳排放链视角,结合本企业的低碳属性特征,制定一企一策的低碳发展路径尤为重要。基于碳排放链视角,统筹低碳政策要素与钢铁低碳属性特征,从区位特征、资源特征和内部特征三个维度,分析低碳政策对于钢企低碳发展定位的影响度,进而确定各要素影响权重,划分保守型、追随型和引领型构建钢企低碳发展定位模型,兼顾源头减量、过程控制和末端治理三个类别的低碳技术路径与具有发展潜力的低碳发展商业路径,因企施策构建钢铁企业的低碳发展路径模型,形成“一个定位两个维度”的钢铁企业低碳发展路径PTC模型,助力钢铁企业可持续发展。
Under the background of carbon peak and carbon neutrality,the iron and steel industry,which accounts for 15 % of the country's carbon emissions,is an important support for the realization of the dual-carbon task,and the carbon reduction task for steel enterprises is arduous.From the perspective of the carbon emission chain,based on the low-carbon characteristics of enterprises,it is particularly important to develop a low-carbon development path tailored to each enterprise and each policy.Based on the perspective of carbon emission chain,this paper analyzes the influence of low-carbon policy on the low-carbon development orientation of steel enterprises from the three dimensions of location characteristics,resource characteristics and internal characteristics,and then determines the influence weight of each factor.The model of low-carbon development orientation of steel enterprises is divided into conservative type,follow-up type and leading type.It takes into account the three categories of source reduction,process control and end-of-pipe treatment and the low-carbon development business path with development potential.and it constructs the low-carbon development path model of steel enterprises according to the strategies implemented by enterprises.It finally forms a PTC model of low-carbon development path of steel enterprises with ‘one positioning and two dimensions' to help the sustainable development of steel enterprises.
