摘要
以2016—2021年福厦泉国家自主创新示范区发布的科技创新政策为实证研究对象,基于数量发展、区域分布和文种结构3个维度开展定性分析,构建政策一致性指数模型(policy modeling consitency,PMC指数模型)对福厦泉自创区科技创新政策进行政策量化评价与分析,研究提出经费投入、协同创新和创新网络3个方面的对策建议。
Taking Fu-xia-quan National Innovation Demonstration Zone of science and technology innovation policy from 2016 to 2021 as the empirical research object,based on three dimensions of quantity development,regional distribution and structure to carry out the qualitative analysis,build the PMC index model was built to evaluate and analyze Fu-xia-quan National Innovation Demonstration Zone of science and technology innovation policy quantitative.Three aspects of countermeasures and suggestions are put forward about the investment,collaborative innovation and innovation network.
