摘要
社会救助数字化转型是“数字中国”建设和国家现代化治理的应有之义。为更好回应社会各类弱势群体的多元救助需求,社会救助数字化转型应由四重逻辑引领:民生保障是社会救助数字化转型的价值逻辑,为其奠定理念基础;数据要素驱动是社会救助数字化转型的技术逻辑,为其提供有力支撑;共建共治共享既是社会救助数字化转型的实践逻辑,也是其核心目标;法制规范是社会救助数字化转型的制度逻辑,为其提供坚实保障。在技术快速变革的时代背景下,社会救助数字化转型在价值基础、技术创新、社会参与、制度供给和制度运行等方面遭遇挑战。为此,需要整合数字工具理性和社会救助价值理性,加强社会救助政务数据共享和人才队伍的培育,促进社会资源的衔接和多元主体参与,完善社会救助数字化转型的制度体系,并从多角度出发全面推进相关制度的顺利运行。
The digital transformation of social assistance is a necessary part of the construction of"Digital China"and the modernization of national governance.In order to better respond to the diverse assistance needs of various vulnerable groups in society,the digital transformation of social assistance should be led by four kinds of logic.Firstly,livelihood security is the value logic of the digital transformation of social assistance,laying a conceptual foundation for the transformation.Secondly,the driving force of data elements is the technical logic of digital transformation in social assistance,providing strong support for it.Thirdly,"co-construction,co-governance and sharing"is not only the practice logic of the digital transformation of social assistance,but also its core goal.Fourthly,legal norms are the institutional logic for the digital transformation of social assistance,providing a solid guarantee for it.In the context of rapid technological changes,the digital transformation of social assistance faces challenges in terms of value foundation,technological innovation,social participation,institutional supply,and institutional operation.Therefore,it is necessary to integrate the rationality of digital tools and the rationality of social assistance values,strengthen the sharing of social assistance government data and the cultivation of talent teams,promote the connection of social resources and the participation of multiple subjects,improve the institutional system of digital transformation of social assistance,and comprehensively promote the smooth operation of relevant systems from multiple perspectives.
