摘要
从社会管理迈向社会治理具有历史的必然性,但也衍生出大量难以消除的内生性矛盾。传统以政府为中心的社会管理实践具有简单化、粗线条和单边性等特点,形成了许多激烈的甚至恶性的矛盾冲突,不仅降低了管理的合法性,也导致社会秩序的紊乱。社会治理内在地包含着多元主体、良性运作和高效互动等多重特质,是新时代建构社会治理共同体的重要密码。从社会管理到社会治理的转变不仅是量的变化,比如增加了治理的主体,减少了对立冲突,更是质的提升,具体包括多元主体的分权、权责的交互嵌套以及信息的共享等。社会管理是适应简单社会的管理形态,复杂社会内在地要求多元参与的良性互动,以达成更可接受和更为均衡的治理方案。适应复杂社会治理的需要,社会治理既需要充分发挥多元治理网络的潜能和优势,也需要尽力规避其内在的效率悖论。
The move from social management to social governance is historically inevitable,but it also gives rise to a large number of endogenous contradictions that are difficult to eliminate.Traditional government-centered social management practices are characterized by simplicity,rough lines and unilateralism,resulting in many intense and even vicious conflicts,which not only reduce the legitimacy of management,but also lead to the disorder of social order.Social governance contains multiple qualities such as multiple subjects,benign operation and efficient interaction,which is an important code for constructing a social governance community in the new era.The change from social management to social governance is not only a quantitative change,such as increasing the subjects of governance and reducing the confrontation and conflict,but also a qualitative improvement,including the decentralization of multiple subjects,the interaction and nesting of powers and responsibilities,and the sharing of information.Social management is a form of management adapted to simple societies,and complex societies inherently require the benign interaction of multiple participants in order to reach a more acceptable and balanced governance solution.To meet the needs of complex society governance,social governance needs to give full play to the potential and advantages of pluralistic governance networks,but also needs to avoid the inherent paradox of efficiency.
