摘要
农业文化遗产具有多功能性,承载着丰富的文化、生态、社会、经济、科教等价值。在传承和保护农业文化遗产价值的前提下,适当开展生态旅游开发是促进农业文化遗产与当地社会协调可持续发展的重要手段。北京京西稻作文化系统包括海淀区京西稻种植保护区和房山区京西贡米种植区,2015年入选中国重要农业文化遗产。本文以京西稻作文化系统遗产地为研究对象,从基础旅游环境、京西稻旅游产品、政府投入、旅游管理环境、配套服务设施、市场管理方面选取指标,构建京西稻作文化系统遗产地生态旅游开发潜力指标体系。研究运用层次分析法,结合实地调研与调查问卷,确定各项指标权重,开展生态旅游潜力分析。结果显示,京西稻作文化系统遗产地生态旅游开发潜力一级层次指标中,基础旅游环境对遗产地生态旅游开发潜力的贡献最大,京西稻作文化系统遗产地具较强的发展潜力。研究提出完善旅游环境管理,加快旅游基础设施和服务建设,大力推广宣传旅游品牌,加大财政支持力度,完善政策支持体系等措施,促进京西稻作文化系统遗产地生态经济可持续发展。
Agricultural heritage has multiple functions with plenty of historical,cultural,ecological,educational and other values.Based on inheriting and protecting the value of agricultural heritage,eco-tourism development is an important method to promote the sustainable development of agricultural heritage and local society.Beijing Jingxi Rice Farming Cultural System,including Haidian sites and Fangshan sites,was listed in China Important Agricultural Heritage in 2015.Jingxi Rice Farming Cultural System was taken for tourism potential analysis.Indicators from the aspects of basic tourism environment,tourism products,government input,tourism management environment,supporting service facilities and market management were selected to construct the appraisal system,and the method of Analytic Hierarchy Process(AHP)was employed for the metric weights,combining field investigation and interview questionnaire.The results show that the average score of basic tourism environment is the highest 0.95 among the first-level indicators of eco-tourism development potential of the rice culture system.The comprehensive score of eco-tourism potential is 3.015.The Jingxi Rice Farming System heritage sites have a relative strong potential for eco-tourism development.Some measures were put forward,such as improving the tourism environment management,speeding up the construction of tourism infrastructure and services,vigorously promoting tourism brands,increasing financial support,and perfecting policy support system,to promote the sustainable development of ecological economy of the agricultural heritage site.
