摘要
目的剖析我国7个国家中医药综合改革示范区的“十四五”中医药发展规划政策的特征及政策工具使用情况,探讨政策缺陷,并提出优化策略,为推进国家中医药综合改革示范区建设提供参考。方法基于7省份“十四五”中医药发展规划,构建“政策工具—政策要素—政策清晰度”三维分析框架,进行多维度量化分析。结果7份中医药政策共提取564条编码,政策工具中命令规制型、激励型、能力建设型、系统变革型、象征劝诫型工具分别占比13.3%、7.1%、53.0%、22.9%、3.7%,政策要素中服务体系提及频率最高,占比33.9%,政策清晰度等级为“清晰”的编码条目占比9.4%。结论中医药政策激励机制不够完善,宣传力度不足,政策要素内部缺乏联动,政策工具与政策要素契合度不高,政策清晰度有待提升。建议丰富激励型与象征劝诫型政策工具的使用,建立中医药发展要素联动机制,优化政策工具内部结构,提升政策发展目标清晰度。
Objective To analyze the features of policies related with the“14th Five-Year Plan”for the development of traditional Chinese medicine(TCM)and the use of policy tools in seven national demonstration zones for the comprehensive reform of TCM,in an attempt to identify the policy deficiencies,optimize strategies and provide evidence for promoting the construction of the demonstration zones.Methods Based on the policies related with the“14th Five-Year Plan”for the development of TCM in seven provinces,a three-dimensional analytical framework of“Policy tools-Policy elements-Policy clarity”was constructed for multi-dimensional quantitative analysis.Results A total of 564 codes were extracted from seven TCM policies,and among the policy tools,the forms of“authority”,“incentives”,“capacity-building”,“system transformation”,and“symbolic and hortatory”accounted for 13.3%,7.1%,53.0%,22.9%,and 3.7%,respectively.The service system was mentioned most frequently among the policy elements,accounting for 33.9%,whereas the policy clarity level of“clear”code accounted for 9.4%.Conclusions The incentive mechanism of TCM policy is not perfect,the advocacy is insufficient,the policy elements are poorly inter-acted,the policy tools are not well aligned with the policy elements,and the policy clarity needs to be improved.More“incentives”and“symbolic and hortatory”policy tools should be used,inter-active mechanisms among policy elements be established,internal structure of policy tools be optimized,and clarity of policy development goals be raised.
