摘要
新四军参谋地位的确立,是新四军参谋制度完善的重要标志,也是新四军正规化的主要表现。在新四军组建初期,参谋地位低、业务能力差,既有思想观念方面的原因,也与新四军参谋制度不完善有关。为了改变参谋的处境,发挥参谋的作用,新四军采取了提高全军关于参谋重要性的思想认知、加强参谋的思想文化教育、提高参谋的政治地位等措施,逐渐拓展了参谋的职权范围,使参谋成为军队的“全能手”,最终确立参谋“大管家”的地位。参谋成为首长的“伙伴”和“代理人”,提高了参谋的政治地位,推动了新四军参谋工作的顺利开展,推动了新四军军队的正规化建设,提高了新四军的生存能力。
The establishment of the position of staff officer in the New Fourth Army is an important symbol of the improvement of the management system and the main requisite of the regular Army.In the early stage of the New Fourth Army,the low rank and lack of professionalism of the staff officers can be attributed to their lag-behind ideological quality and imperfect staff officer system of the Army.In order to enhance the position of the staff officers and give full play to their consulting role,the Army has adopted effective measures to improve the awareness of the importance of the staff officers throughout the army,strengthen the ideological and cultural education,and enhance the political status of the staff officers.These measures have gradually strengthened their function and power,making them the all-rounder,and actually the chief in the army,who had become the partner and agent of the head.These measures had also significantly improved the political status of the staff officers,facilitated efficient work,accelerated the regularization of the army,and improved the viability of the New Fourth Army.
