摘要
李达在担任八路军一二九师参谋长兼太行军区司令员期间,为贯彻落实党中央提出的关于司令部建设必须适应正规化作战的指示,开创性地提出了“三个面向”原则。依据部队作战与战争形势发展需要,他对一二九师司令部职能机构进行了“战斗化”“精干化”“专业化”的阶段性改革,在参谋工作人才培养方面,采取了“业务能力为基础、军事技能为中心”的系统性策略。不仅建立健全了分工明确的司令部组织系统,还培养了一大批优秀的参谋人才,为保障军事斗争胜利发挥了重大作用。
During Li Da's service as Chief of Staff of the 129th Division of the Eighth Route Army and Commander of Taihang Military Region,he innovatively introduced the principles of"three orientations"to implement the Party Central Committee's instruction that the construction of headquarters must be adapted to regularized military operations.Depending on the needs of the military operations of the troops and the war situation,he carried out the phased reform oriented to"combat","shrewdness and capableness"and"specialization"for the functional organizations of the 129th Division headquarters.He combined the actual needs of the troops closely with the war situation and thereby carried forward phased reform of the functional structure of the 129th Division Headquarters oriented towards these three aspects.In terms of training of staff officers,he adopted the"professional ability-based and military skill-centered"systematic strategy.This not only helped to establish a sound organization system of the headquarters with clear division of work,but also conduced to the cultivation of a large group of outstanding staff officers,who played significant roles in safeguarding our victory in the military struggle.
