摘要
城市轨道交通是公共交通的核心基础设施,是城市引导承载绿色出行的骨干交通方式。为响应国家“双碳”目标号召,国内城市轨道交通运营企业正面临着由高速发展向高质量发展的重要转型期。因此,文章基于国内外高质量发展研究,提出高质量发展成熟度评价模型,从经营效益、乘客服务、内部治理、资产管理、安全生产、低碳管理、智能运行、人才建设、企业文化、党的建设10个一级评估模块和33个二级评估内容,全面评价城市轨道交通运营企业高质量发展的重点方向,并给出相应的对策建议,为推动我国城市轨道交通运营企业高质量发展提供参考和借鉴。
Urban rail transit is the core infrastructure of public transportation and the backbone transportation mode for guiding and carrying green travel in cities.In response to the national“Dual Carbon”goal call,domestic urban rail transit operating enterprises are facing an important transformation period from high-speed development to high-quality development.Therefore,based on research on high-quality development both domestically and internationally,this article proposes a maturity evaluation model for high-quality development,which comprehensively evaluates the key directions for high-quality development of urban rail transit operation enterprises from 10 primary evaluation modules and 33 secondary evaluation contents,including operational efficiency,passenger service,internal governance,asset management,safety production,low-carbon management,intelligent operation,talent construction,corporate culture,and party building,and provide corresponding countermeasures and suggestions to provide reference and inspiration for promoting the high-quality development of urban rail transit operation enterprises in China.
