摘要
在农民被动地卷入市场经济社会,传统的土地保障已经无法让农民抵御生活风险的情况下,国家已经为农民建立了基本养老保险、基本医疗保险以及最低生活保障制度。但已有的制度还不够完善,难以保障农民在遭遇生活风险尤其是重特大疾病和自然灾害等风险时不陷入贫困。国家需进一步加大在农村社会保障制度上的财政投入,提高农民的社会保障待遇水平,才能实现共同富裕,才能吸引更多农民工返乡振兴乡村,才能让广大农民与全国人民一起共享经济社会发展成果,过上美好生活。
China has established basic old⁃age insurance,basic medical insurance and minimum living security system for farmers when they were passively involved in the market economy and the traditional land security could no longer shelter farmers from the risks of life.However,the existing system is insufficient to ensure that farmers will not fall into poverty when they encounter life risks,especially serious diseases and natural disasters.The state needs to further increase financial investment in the rural social security system and improve farmers’social security benefits to achieve common prosperity,attract more migrant workers to return to their hometowns and revitalize the countryside,and enable farmers to share the fruits of economic and social development with the people of the whole country and live a better life.
