摘要
通过对16个国家级贫困县的调研和分区域整理原832个国家级贫困县近年的经济和产业发展数据发现,脱贫县产业发展整体势头良好,农民增收效果显著。然而脱贫县产业发展依然面临着产业先天发育不足,后天弥补不够;附加值低产业链短,供产销衔接不畅通;各类主体衔接不畅,难以带动共同富裕的现实挑战。未来需要发挥集体经济的组织协调作用,促进各类主体有效融合;建立生态产业模式,促进生态保护和经济发展相协调;加强农村产业基础设施建设,增强产业竞争力;创新财政资金支持方式,发挥财政资金引导作用;激发县域经济创新发展活力,实现勤劳创新致富。
Based on the investigation of 16 national-level poor counties and the data of economic and industrial development of 832 former national-level poor counties in recent years,it is found that the economic growth of poverty-free counties has been rapid,and the industrial structure has been continuously optimized;the income of rural residents has increased significantly.However,the development of the industries in the poverty-relief counties is still faced with the following problems:insufficient development of the industries born and made up for lack of development acquired;short industrial chain with low added value,which makes the connection between supply and marketing not smooth;and the connection between various main bodies not smooth,the real challenge of common prosperity.In the future,we need to give full play to the organization and coordination role of the collective economy and promote the effective integration of various subjects;establish an ecological industrial model to promote the coordination between ecological protection and economic development;and strengthen the construction of rural industrial infrastructure,we will strengthen the competitiveness of industries,create new ways of financial support and give full play to the guiding role of financial funds,and stimulate the innovative development of the county economy to realize hard work,innovation and prosperity.
