摘要
借鉴德国培育“隐形冠军”企业的基本理念,我国逐步形成了从创新型中小企业到专精特新中小企业、专精特新“小巨人”、单项冠军企业再到领航企业的中国式“隐形冠军”梯度培育体系。梯度培育本质上是企业实现位势跃迁的过程,能否实现位势跃迁是中小企业从专精特新迈向单项冠军的关键所在。位势跃迁的根本动力在于企业本身的能力进阶,而公共部门政策制定或设计可以有效地帮助企业由低位势向高位势跃迁。本文基于中国式“隐形冠军”梯度培育体系,并对照德国“隐形冠军”培育体系的基本特点,总结出实现位势跃迁应重点关注的六个能力进阶维度,即专注与聚焦、创新能力、市场领导力、持续增长能力、国际市场拓展以及治理、管理与文化,以此为基础提出实现能力进阶的政策着力点和具体政策建议。
Drawing on the basic concept of hidden champions in Germany,China has gradually formed its gradient cultivation system of"hidden champions"starting from innovative SMEs to SRDI SMEs,then to SRDI"Little Giants",and to"Single Champions",and finally becoming leading enterprises.Gradient cultivation is essentially a process for enterprises to realize potential leap,and the key for SMEs to leap from SRDI SMEs to single champions is whether they can realize potential leap.Though potential leap is fundamentally driven by the capability advancement of enterprises,public sector policymaking or policy designs can effectively help the enterprises to leap from low potential to high potential.Based on the gradient cultivation system of Chinese"hidden champions"in contrast with the basic characteristics of German hidden champions,this paper summarizes the six capability advancement dimensions that enterprises should focus on to realize the potential leap,namely,concentration and focus,innovation,market leadership,sustainable growth,international market expansion,as well as governance,management and culture.Then the paper puts forward the policy focus as well as specific policy recommendations to realize the capability advancement.
