新型海上风电观测技术装备研发管理创新实践

摘要 针对产业链创新链全过程融合理论研究的不足,以三峡集团科研院新型海上风电观测技术装备研发为案例,探索创新链产业链全过程深度融合路径。初步建立涵盖基础研究、应用研究、试验开发等三个层面,以及创新性、适用性、便捷性、安全性、可靠性、经济性等六个维度的“三层六维”技术创新需求分析评价体系,建立创新链迭代优化闭环管理流程,创新“属地化”协同高效集成制造模式,建立“1+3+N”的多维度性能验证评价体系,保障工程示范可靠性,凝练形成集需求分析、技术攻关、设计集成、生产制造、示范验证、推广应用于一体的“六位一体”全过程研发管理创新模型,助力创新链产业链精准对接。研发成果“国产化漂浮式深远海风电工程风浪流一体化剖面观测平台”,实现了从零部器件、内嵌算法到整体设计集成的核心技术国产化,有效助推海上风电观测领域关键核心技术国产化替代,在满足海上风电水文气象观测工程应用需求基础上,促进海上风电开发产业链降本增效,推动新型海上风电观测技术装备研发管理创新。 To address the limitations in theoretical research of the fusion between industrial chain and innovation chain,we explore the integration path of the two chains for the R&D of new technical equipment for offshore wind power observation in the Three Gorges Corporation as a case study.We have initially established a"three-level and six-dimensional"system for the analysis and evaluation of technology innovation demand.The system covers three levels,namely basic research,applied research,and experimental development,as well as six dimensions,including innovation,applicability,convenience,safety,reliability and economy.To ensure the reliability of engineering demonstration,we established a closed-loop management process for iterative optimization of the innovation chain,and developed a collaborative and efficient manufacturing mode of localized innovation and a"1+3+N"multi-dimensional performance verification and evaluation system.Through these efforts,we have integrated demand analysis,technology research,design,manufacturing,demonstration and verification,and popularization and application into a"six-in-one"whole-process R&D management innovation model.This model facilitates the precise alignment between innovation chain and industrial chain.Hence,we developed a localized profiling observation platform which integrates wind and wave currents in floating deep-ocean wind power project.Localized core technologies include component devices,embedded algorithms,as well as overall design and integration.Results have effectively promoted the substitution of localized core technologies in the field of offshore wind power observation.Moreover,the findings of this research not only meet the application requirements of hydro-meteorological observation for offshore wind power,but also promote the cost reduction and efficiency improvement in the offshore wind power development industry chain,contributing to the innovation of R&D management of new technical equipment for offshore wind power observation.
