摘要
陕西省农业协同创新与推广联盟(以下简称“陕西联盟”)运行模式构建与实体化运行是农业科技体制改革和机制创新的重要探索,是完善陕西农业科技创新体系的有效途径,是落实农业高质量发展和乡村振兴战略的重要举措。以陕西联盟管理体制和运行特征为依据,以农业科技协同创新为目标,在借鉴我国产业技术创新联盟运行模式、农业科技创新标杆联盟运行模式和陕西联盟农业科技项目协同创新模式的基础上,科学凝练了陕西联盟现状运行模式。同时结合陕西联盟运行中存在问题和不稳定性,从联盟实体化运行的战略定位出发,创新构建了陕西联盟未来运行模式。为了实体化运行陕西联盟,提出了陕西联盟实体化运行的3条路径。
The construction of operation mode and materialized operation of Shaanxi Alliance is an important exploration of the reform of agricultural science and technology system and mechanism innovation,an effective way to improve the innovation system of agricultural science and technology in Shaanxi Province,and an important measure to implement the strategy of high-quality agricultural development and rural revitalization.This paper is based on Shaanxi alliance management system and operation characteristics,with agricultural science and technology collaborative innovation as the goal.The paper learns from the operation mode of China’s industrial technology innovation alliance,the operation mode of agricultural science and technology innovation benchmark alliance and the collaborative innovation mode of Shaanxi agricultural science and technology project of Shaanxi Alliance,and scientifically summarizes the current operation mode of Shaanxi Alliance.At the same time,combining with the existing problems and instability in the operation of the Shaanxi alliance,the future operation mode of the Shaanxi alliance is innovatively constructed from the strategic positioning of the materialized operation of the alliance.In order to run the materialized Shaanxi alliance,this paper envisions three paths of the materialized operation of the Shaanxi Alliance.
