摘要
课程政策的运作不只是行政性的政策规划与决策,也不仅是技术性的开发与设计活动,而是关乎伦理价值选择与判断的系统建构。课程政策的伦理属性是政策的核心属性,是政策行动与实践的逻辑起点,也决定了政策发展的基本方向。课程政策伦理既是贯穿课程政策运作过程始终的伦理规范与道德原则的系统,也是这些原则和规范在课程实践中的应用,用以解决课程行动中的伦理困境。本研究在素养导向的课程变革背景下,试图系统地解析课程政策的伦理属性、探讨课程政策伦理考察的演进路径以及反思新时期课程政策运作所面临的伦理挑战,以期唤起课程政策变革的伦理意识,推动课程政策的伦理实践与行动。
The operation of curriculum policy is not only administrative policy planning and decision-making,nor technical development and professional design activities,but also related to the systematic construction of ethical value selection and judgment.The ethical attribute of curriculum policy is the core attribute of policy,the logical starting point of policy action and practice,and also determines the basic direction of policy development.Curriculum policy ethics is not only a system of ethical norms and moral principles that run through the course of curriculum policy operation,but also the application of these principles and norms in curriculum practice to solve the ethical dilemma in curriculum action.Under the background of the competency-oriented curriculum reform,this paper systematically analyzes the ethical attributes of curriculum policy,discusses the evolution path of the ethical investigation of curriculum policy,and reflects on the common and special ethical challenges faced by the operation of curriculum policy in the new era,so as to arouse the ethical awareness of curriculum policy reform and promote the ethical practice and action of curriculum policy.
