摘要
数字治理是数字文明建设走向成熟的必然产物。在数字时代下,传统社会治理手段已无力应对由数字技术发展引发的各类社会治理问题。本文认为:社会治理模式需要同数字时代同频共振,直面数字治理的伦理困境,在数字治理实践中处理好政策伦理、技术风险和数字集权等问题;在探索发展中进一步强化顶层设计,发挥数字治理制度与法律规范的约束性作用与保障性作用;在结构深化下发挥数字治理功能优势,从“善治”视角推动数字治理的现代化建设。
Digital governance is the result of the maturation of digital civilization.In the digital era,traditional social governance means are no longer able to cope with various issues caused by digital technology.In view of this,this thesis argues that the social governance model needs to be in sync with the digital era to address the issues of policy ethics,technical risks and digital centralization in digital governance;strengthen top-level design in order to give full play to the binding and guaranteeing roles of digital governance system and legal norms;bring out the functional advantages of digital governance through the deepening of structure and promote digital governance in terms of“good governance”.
